Statement of Apology by American Defense Council.
We accept full responsibility for not adequately checking the authenticity of the letter to Secretary Powell of June 4, 2004, presented to us by one of our previously reliable news sources. American Defense Council immediately pulled the letter off our website when the first question was raised as to authenticity. We have done everything possible to apologize to the House members mentioned. In addition, we extend our apologies to any news organizations which may have republished the letter from our website.
This has been a terrible embarrassment for our organization. We are immediately enacting new verification standards on all materials that come into our possession, and urge other groups to do the same. In the future, every dear colleague, news release, or letter from House or Senate members will be confirmed with the issuing office prior to mention on our site.

Letter to Powell Cites Concern about Trends in Russia
(Washington, D.C. - March 12, 2004) Congressmen Dan Burton (R-IN) and Mike Pence (R-IN) on Thursday sent to Secretary of State Colin L. Powell a letter expressing their "concern over the recent developments with regard to Russia's democratic direction and progress."
Their broad concerns focus on the "selective use of the rule of law," and the rise of the siloviki. Both Congressmen cite the Russian Academy of Sciences' Institute of Sociology study that "as many as 2,000 f the Russian elite - including private business owners and high-ranking government officials - are former members of the security forces."
They cite "three regional governors who are former senior officers of the KGB, as are the heads of the St. Petersburg Telephone Network, Domodedovo Airlines, Petersburg Fuel Company, the Slaveneft Oil Company, as well as Mr. Sergei Ivanov, the Russian Defense Minister."

Members of Russian Parliament (State Duma) view of the Siloviki initiative
The MP, Dmitri Rogozin, member State Duma Foreign Relations Committee, views the appeal of several US congressmen to the Secretary, Colin Powell to clarify the funds utilized by Sergey Kirienko, as timely and understandable. Dmitri Rogozin stated during the interview to "Echo of Moscow" radio station, "the Americans are acting in accordance with their Law and Constitution." "If this information is confirmed, only then it could be applicable for the Russian Prosecution in terms of Mr.. Kirienko or anybody else", he noted.
"It is a shame that American lawmakers are initiating this and then force Russian political system work in regard of getting read of corruption in the highest levels of power.", - he added. "Russian senators or members of Parliament are not interested in information of such type. Today our Parliament majority will bloc any attempt to create any parliamentary investigative commission. Current commission which should have oversee actions against corruption, in reality works on so called corruption of Russian law projects, but not at all on corrupted officials in the Government or President s administration", - stated Dmitri Rogozin.
Hon. Sergey Ivanenko, deputy chairman of "Iabloko" political party, thinks that appeal of US congressmen will have wide resonance in both Russia and the United States. "We knew that in 1998, when after the default the question of U$5B were raised, many questions remain unanswered, and I hope, that regardless the fact that Americans are doing it now but not us, the clarity will be achieved", - he said. "Russian Authorities are interested in it as well as Russian society" emphasized Mr. Ivanenko. "At the same time, taking into account the presumption of innocence, to do any evaluations should be postponed till the time when explanations are received and final clarity is achieved", he added.
Regarding the fact why in the USA there were interest toward this situation, but not in Russia, Mr. Ivanenko noted that "in the USA there is two party system, they fight each other especially during the time of upcoming elections and the society discoveres something new". "Russian specifics are that we are building single party system and any hopes that even during pre-election time we will found out anything important and interesting are much less than in the United States", he added.
Member of Parliament, Viktor Ilukhin, Deputy Chairman of State Duma of Russian Federation on Security, hails the appeal of several US congressmen to the Secretary, Colin Powell. He made this statement during the interview with "Echo of Moscow" radio station. "I can only welcome what American congressmen did", - he said. "Its already five years ago when I first raised the question that U$ 4,8 B was released by IMF for Russia, but the money have not reached Russia". "I appealed to Prosecutor General Office and they started the investigation, but after that, Prosecutor General Scuratov had to pay with his position, as they say." Ilukhin added.
"I still have doubts that that money reached Russia", - noted Ilukhin. "From heavy correspondence with various Government entities I will note one fact, Prosecutor Generals Office letter signed by Deputy Prosecutor General, states that indeed IMF money had not reached Russia, however, Ministry of Finance of Russian Federation and Central Bank continue to assert that all money had reached Russia", - he said. "I can add, that according to my information, part of this money was transferred to an Australian Bank, and then from Australia the money were wired to banks in London. I was in possession of information the fact that Kirienko not being already Prime Minister, has traveled to Australia, and, according to my information, he was personally involved there in transferal of US dollars into pounds of sterling."
Hon. Alexey Mitrofanov, deputy chairman of the State Duma s committee for constitutional law and Governmental construction, stated during the interview to "Echo of Moscow" radio station, that "It is necessary to conduct investigation who among the high level officials has the real estates abroad and double citizenship, and where their children are studying." That was his comments regarding the breaking news that US congressmen send the letter to Secretary Powell regarding alleged attempt of Sergey Kirienko to be legalized in the USA. According to Mr.Mitrofanov such investigation "has principal meaning, since a man who has one leg in the US, could not make an independent disission, especially if there is conflict of interest with United States."
"Its it becomes clear, why we give up Iraq, gave up Yugoslavia, why we closed our eyes on what is going on in Georgia", he mentioned. "Since the people who personally are dependent on US authorities, can not act hard and independent".
